Design, installation and commissioning of an arc flash mitigation system on (7) existing substations at Back River WWTP. Arc Flash Hazard Analysis found these (7) substations to be in Hazardous High Incident Energy situations. As a solution, BDE LLC then reconditioned (27) low voltage drawout circuit breakers, outfitted them with arc mitigation technology, designed/supplied (7) remote breaker control cabinets and installed remote racking systems.

Design, supply, programming and management of low voltage motor control center upgrades at Patapsco WWTP. BDE LLC was involved in assisting Sidhu, the electrical engineer, to design upgraded MCC buckets to handle the new motor loads and automation at the facility. We added an additional section to the existing Eaton Freedom 21 MCC, (27) new buckets and modified (4) existing buckets. (7) of the new MCC buckets were provided with micro PLC’s to handle the extensive control that was required to handle the new mixers that were installed. We provided the design drawings to the engineer, who then integrated them into the loop drawing package along with automation provider, ABB.

Design, supply and management of low voltage switchgear modifications, existing PLC and SCADA systems at one of Baltimore City’s main water treatment facilities. BDE LLC supplied a custom UL508 PLC control panel, remote breaker control cabinet (RBCC) and modification services. The customer planned to add a new generator to the existing scheme which involved Eaton low voltage switchgear, GE HMI and Modicon PLC. BDE modified switchgear cells to accept new generator breakers, installed Shark meters, SPD, RBCC and integrated a new PLC which functions the updated auto throwover scheme. Arc flash mitigating trip units were also added to the existing main, tie breakers for Baltimore City Personnel safety.

Design, supply and management of medium voltage generator paralleling systems at one of Baltimore City’s main water treatment facilities. BDE supplied a custom 15kV MetalClad switchgear lineup, switchboard and transformer for skidded load bank and a vacuum verification cubicle. BDE teamed with generator provider Curtis Engine to resolve Baltimore City’s power distribution issues at this facility. This generator paralleling gear is setup to handle (2) 2000A BGE feeders, 1.5MW Medium Voltage Generator and 1.5MV Low Voltage Load Bank. The control system is custom designed to not backfeed the sensitive BGE incoming power while providing a seamless transition if those utility sources drop or fluctuate in voltage.

Design, supply, programming and management of medium voltage switchgear upgrades at Patapsco WWTP. BDE LLC was involved in assisting Sidhu, the electrical engineer, to design the remote breaker control cabinets. BDE, LLC also complted the systems study of the entire facility to find out the arc incident energy of the equipment. We removed (12) existing Eaton DC relays and replaced them with (12) Eaton FP-5000 Arc Mitigating relays. In installing the relays, (12) Eaton VacClad switchgear cells were modified to accept the new relay and terminations were made to external remote breaker control panels. 34kV ABB Type V pedestal breakers were also modified to have arc mitigation protection and a remote breaker control cabinet. BDE, LLC also added remote racking to SqD PZ3 style switchgear. We trained the facility on the usage of this racking.

Design, supply, installation and management of custom generator control panel at Fort Meade Waste Water Treatment Plant. Coordination System Study Analysis found the circuit breaker in the existing generator control panel to be deficient. After realizing there were more deficiencies within the control panel, the owner requested BDE LLC to design and supply a new control panel to work with the existing Caterpillar generator. As a solution, BDE LLC then commissioned a month long study of the existing power conditions at the facility along with analyzing the features of the existing control panel. We then designed a new control system that would allow the generator to start in half the time of the old system, provide local HMI control capability, offer SCADA connectivity to the plants mainframe and coordinate properly with the upstream switchgear ATS.

Design, installation and commissioning of a 750kVA padmount transformer for the FBI Training Facility Maintenance Yard. Contracted directly with the Federal Government to remove existing transformer, design/install a new transformer to fit over the existing conduit and reconnect existing ATS in an 8 hour outage timeframe. Installation was completed by BDE LLC over with zero impact to the FBI’s operation.

Design, supply, programming and management of medium voltage motor control center at Pikesville Pumping Station. BDE LLC was involved in assisting JMT, the electrical engineer, to design a front accessible, 4.16kV motor control center. The lineup is designed to fit on an existing mezzanine that is built around existing 60” deep equipment. To this requirement, we designed an integrated package, consisting of (2) 1000hP and (2) 750hP Reduced Voltage Solid State Starters, along with a front accessible switchgear lineup consisting of 2000A drawout circuit breakers and fusible switches. The lineup has a manual throwover scheme, generator controller as well as GE circuit breaker and motor relays for protection. We also provided the system studies, medium and low voltage transformers along with programming of the GE relays to work in concert with the SCADA system at the facility.
